About the Mission

Strategic National Transformation

Mission 300 (M300) is led by the World Bank, African Development Bank, and Sustainable Energy for All. In Sierra Leone, it is not just a sector plan—it's a transformation instrument aligning with priorities like "Feed Salone", climate resilience, and inclusive growth.

Our vision is to move from a fiscally constrained utility model to a performance-driven, investment-ready electricity market. By 2030, we aim to drastically increase access and renewable shares across the nation.

"Sierra Leone is open for investment, with a clear plan, structured pipeline, and committed leadership."

Five Strategic Pillars

Our roadmap to energy security and national prosperity through structured development.

Generation Expansion

Scaling grid-based generation (solar, hydro, transitional thermal) for supply stability.

Regional Integration

Strengthening interconnections within the West African Power Pool for power trade.

Distributed Renewable Energy

Delivering off-grid solutions, solar home systems, and mini-grids for rural populations.

Private Sector Participation

Structuring bankable projects and PPP frameworks to attract global investment.

Financial Viability

Improving utility performance, governance, and sector sustainability through reform.

MRU Countries

Regional Impact & ECOWAS Relevance

The four-country MRU block represents a ~4.1–4.9 GW demand system today under full 24-hour supply conditions. Sierra Leone is fully committed to regional energy security.

Estimated Total Demand (MW)

Côte d'Ivoire2,550 MW · 57.1%
Guinea1,350 MW · 30.2%
Sierra Leone350 MW · 7.8%
Liberia215 MW · 4.8%

11 ECOWAS countries have signed compacts. Regional integration enables cross-border generation optimisation, cost reduction, and larger markets for investors — Sierra Leone playing a pivotal bridging role.
